How does foreign language learning contribute to globalization?
Introduction
Language learning is
required to investigate and gain knowledge of the outside world with the
development of communication skills. At the educational level Colombia has a
formative vision of great impact that allows access to knowledge with greater
proportions in the process of acquiring a second language. Colombia is a country
that wants to advance its educational and linguistic policies for the benefit
of all who wish to be bilingual, taking into account the social, political and
cultural aspects of the context and to have intercultural, professional and
personal opportunities that contribute to globalization.
Body
This has become a fundamental need for the
development of peoples. In my personal experience I can say that, in order to
carry out higher studies in person, there were economic difficulties, family
support and personal motivation moving away from my personal project, but the
opportunity came to my life to study virtually thanks to technological advances
and The growing need for teaching English in the community where I live and
today is a source of constant income and learning.
The national government
has exposed several educational reforms called "Educational
Revolution" 2002-2010 and the "National Plan of Bilingualism"
which aims to strengthen and improve communication skills as a fundamental tool
for mastery of a foreign language and be competitive.
The general law of
February 8, 1994 gave powers to the administrative and teachers in the redesign
of the curricula following curricular standards proposed by the Ministry of
National Education. “Their professional discretion has been hindered by their
problematic working conditions, lack
of time, and enforcement of national standardized tests” (Agudelo Valderrama,
2006).
The Common European
Framework of Reference is a standard that seeks to regulate the system to measure
the level of comprehension, oral and written expression in a language.
The learning and teaching
of English has been implemented as a compulsory area from the first levels of
schooling in public and private institutions in search of national homogenization
and obtain success. It is worth highlighting the control of the British council
that leads the implementation and development of learning plans. As Quintero
Polo (2007) say that: " The national government discharged the whole
responsibility of the adoption of this reform on these foreign representatives,
and how leaders of Colombian universities were called to participate, but their
voices were silenced and substituted by European views of language, teaching,
and learning."
In globalization, the phenomenon
of migrations that have to do with the movement of people from one place to
another has been presented, allowing the ideological diffusion and the
integration process through goods, capital, work and ideas. Globalization is
related to the educational system from the economic, political and cultural;
The first has to do with the international market in different aspects. The
second refers to the power relations exercised by international and local
actors where they lead economic models and educational transformations and the
third is communications through technological means that have influenced the
reinterpretation of global actors. Finally, globalization as an increased coordination
or interdependence at a world scale describes “the process where by
countries become more
integrated via movements of goods, capital, labor, and ideas” (Bloom 2004,
p.59), a process in which technologies and Languages have played a central role
(Watson, 2004).
Conclusion
English is a universal
language that gives us many opportunities in cultural, labor, and educational
interaction. Every day new strategies are used that fight inequality and
poverty contributing to the improvement of the quality of life, but this is a
challenge, which needs large investments by the government if it wants to
position “bilingualism” not only in a city for economic interests but the
expansion throughout the Colombian territory for different purposes.
It is very important to
obtain the knowledge of a second language from the family environment with the
motivation of the own enrichment for the future influence of the social
transformation.
